About ERP and the Project

Energy Resilience Partners, LLC (ERP) is a tribally led federal energy-resilience contractor building the contingent team for the USAG Ansbach - Storck Barracks Smart Microgrid in Bavaria, Germany. The 730-day project integrates two 1 MW diesel generators, 2 MW / 4 MWh battery energy storage, photovoltaic generation, 20 kV medium-voltage distribution, fuel systems, protection, SCADA/microgrid controls, fiber communications, an underground interconnection corridor and full testing, training and commissioning.

Position Summary

Leads the CQC program with authority to identify, reject, stop, document, and correct noncompliant work.

What You Will Do

• Develop and administer the CQC Plan, definable features of work, three-phase control, inspection/test plans, and daily quality records.
• Chair preparatory, initial, follow-up, and quality meetings; coordinate Government QA, designers, laboratories, OEMs, and inspectors.
• Control submittal compliance, material traceability, testing, deficiencies, nonconformance, rework, punch, and acceptance evidence.
• Integrate civil, electrical, mechanical, fuel, controls, BESS, PV, generator, underground, and communications quality requirements.
• Maintain independent stop/reject authority and complete RMS/QCS or contract-required records.

Minimum Qualifications

• 10+ years construction quality/inspection including 5+ years federal/USACE/military/utility.
• Current CQM for Contractors or ability to obtain before mobilization if required.
• Three-phase control, submittals, tests, nonconformance, RMS/QCS, and turnover experience.
• Ability to speak, read, write and understand English sufficiently to explain work operations and receive Government instructions.

Preferred Qualifications

Engineering/construction degree; microgrid/substation/generation/BESS.

Germany Work Authorization, Location and Access

• Selection remains subject to contract qualifications, installation access, employer-of-record and data/system permissions.
• Germany-local employment, approved DOCPER/ECOPS accreditation, or other lawful long-term work authorization before onsite work.
• Direct employment by ERP/the prime is required for this Section 01 45 05 role unless a specific contract exception or written Contracting Officer approval applies.
• No field work may begin until required Government personnel approval, installation access/badging, safety orientation, role designation/appointment, system/data permissions and work-front release are complete.

Field, Travel and Employment Conditions

• Work arrangement: FULL-TIME ONSITE - remote work is incidental; minimum presence: Full-time onsite for all active construction and testing.
• Project-based and contingent upon award/NTP, funding, final staffing authorization, qualification verification, Government approval where applicable, employer-of-record completion and installation access.
• Must support approved work hours, outages, testing windows, alternate shifts, weekends or German holidays when the schedule and lawful working-time controls require.
• Must comply with ERP/prime direction, EM 385-1-1, German safety and labor requirements, quality controls, CUI/FCI and photography/device restrictions, accurate timekeeping and project conduct rules.
