ERP brings together tribal leadership, experienced engineering and construction partners, technology providers, and specialized subcontractors to design and deliver complex microgrid, power-generation, renewable-energy, energy-storage, and critical-infrastructure projects.
The successful candidate will join a high-visibility program that represents both a major federal construction effort and an important advancement of tribally led participation in the U.S. defense-energy sector.
Project Overview
The project is a complex design-build energy-resilience program intended to strengthen mission continuity, electrical reliability, and installation energy security. The anticipated scope includes:
Photovoltaic generation systems.
Battery energy storage systems.
Diesel generation systems.
Fuel-storage and fuel-distribution infrastructure.
Medium-voltage electrical distribution improvements.
Underground electrical and communications interconnection.
Microgrid controls, SCADA, communications, and protection systems.
System integration, testing, commissioning, operator training, and turnover.
The project will be performed in Germany within an active U.S. military installation environment. Execution will require close coordination among U.S. Government stakeholders, German authorities and service providers, designers, subcontractors, original equipment manufacturers, logistics providers, and commissioning personnel.
Position Summary
The Overall Project Manager is ERP’s senior on-site leader and the single accountable executive for the safe, compliant, on-schedule, and financially controlled delivery of the Storck Barracks Microgrid.
This individual will lead the project from post-award mobilization through design, procurement, construction, system integration, commissioning, training, final acceptance, and contract closeout. The Project Manager will have direct responsibility for project performance across both primary construction sites and the underground interconnection corridor.
The position requires an experienced federal design-build or EPC leader who can operate effectively in an overseas environment, manage multiple technical disciplines, maintain disciplined commercial and project controls, and establish confidence with the U.S. Army Corps of Engineers and installation leadership.
The selected candidate must be capable of leading a geographically and organizationally diverse team that may include U.S.-based personnel, German subcontractors, European suppliers, international OEMs, and ERP joint-venture or teaming partners.
Essential Responsibilities
Executive Project Leadership
Serve as ERP’s single accountable leader for project cost, schedule, scope, quality, safety, technical performance, risk, customer outcomes, and contract compliance.
Represent ERP in senior-level interactions with the U.S. Army Corps of Engineers, U.S. Army Garrison Ansbach, installation stakeholders, contracting personnel, designers, subcontractors, suppliers, OEMs, and commissioning authorities.
Establish and maintain the project execution plan, governance framework, decision authorities, communication protocols, reporting cadence, and escalation procedures.
Translate contract requirements into clear execution priorities, measurable performance objectives, and accountable work-package assignments.
Maintain a leadership presence at the project site and establish a culture of safety, quality, integrity, accountability, and mission focus.
Program and Team Management
Direct the Deputy Project Manager, Construction Manager, Project Controls Manager, Scheduler, Quality Control Manager, Site Safety and Health Officer, Procurement Manager, Design Manager, Commissioning Manager, site superintendents, and administrative support personnel.
Define roles, responsibilities, authority levels, and performance expectations for the integrated project team.
Coordinate the activities of ERP personnel, major subcontractors, specialty subcontractors, engineering firms, equipment suppliers, and OEM representatives.
Ensure that all project participants operate under a coordinated execution structure rather than as separate or disconnected organizations.
Lead staffing, resource planning, workforce mobilization, succession planning, and performance management for key personnel.
Schedule and Production Control
Maintain executive ownership of the integrated 730-day project schedule.
Protect critical-path activities, contractual milestones, long-lead procurement dates, access windows, outage periods, testing sequences, and completion requirements.
Direct the development and maintenance of baseline schedules, recovery schedules, look-ahead schedules, procurement schedules, design schedules, and commissioning schedules.
Identify schedule threats early and authorize mitigation, acceleration, resequencing, or resource-loading actions.
Ensure coordination among design release, submittal approval, procurement, manufacturing, delivery, site readiness, installation, startup, and commissioning.
Maintain clear visibility into near-term constraints and forecasted completion dates.
Financial and Commercial Management
Maintain accountability for the project budget, cost forecast, cash-flow requirements, commitments, subcontractor costs, equipment purchases, contingency use, and forecast-at-completion.
Review and approve project cost reports, accruals, invoices, subcontractor payment recommendations, procurement commitments, and change-order proposals.
Ensure that cost growth, scope changes, schedule impacts, and commercial risks are promptly identified and documented.
Coordinate with ERP executive leadership, finance, contracts, legal, and bonding representatives.
Support Government invoicing, progress-payment documentation, schedule-of-values administration, and financial reporting.
Protect ERP’s contractual and commercial interests through disciplined notice, documentation, entitlement analysis, and change control.
Contract and Customer Management
Serve as ERP’s principal management interface with the Contracting Officer, Administrative Contracting Officer, Contracting Officer’s Representative, Resident Engineer, Area Engineer, installation representatives, and other authorized Government personnel.
Ensure compliance with the awarded contract, specifications, drawings, amendments, negotiated commitments, and applicable flow-down requirements.
Lead project kickoff meetings, progress meetings, executive reviews, partnering sessions, risk reviews, and issue-resolution meetings.
Maintain accurate, timely, and professional communication with the Government.
Ensure that commitments made to the customer are documented, assigned, tracked, and completed.
Prevent unauthorized direction, scope growth, or commercial commitments outside established contracting authority.
Design and Engineering Oversight
Provide executive direction for multidisciplinary design activities involving electrical, civil, structural, mechanical, fuel systems, communications, cybersecurity, controls, SCADA, and protection systems.
Ensure that design deliverables are coordinated, constructible, maintainable, compliant, and aligned with field sequencing.
Oversee design reviews, constructability reviews, value-engineering evaluations, technical decision logs, and design-risk resolution.
Ensure that design changes are properly evaluated for cost, schedule, safety, quality, and commissioning impacts.
Coordinate technical interfaces among the Government, designers, OEMs, subcontractors, and commissioning personnel.
Procurement and Supply-Chain Oversight
Maintain executive oversight of the procurement strategy and long-lead equipment plan.
Prioritize procurement of critical equipment, including battery energy storage systems, generators, transformers, switchgear, protection relays, controls, communications equipment, medium-voltage cable, fuel-system components, and photovoltaic equipment.
Review supplier commitments, manufacturing schedules, quote validity, escalation exposure, shipping plans, customs requirements, and delivery risks.
Direct procurement recovery actions when suppliers, manufacturers, logistics providers, or subcontractors threaten contractual milestones.
Ensure that vendor pricing, lead times, warranties, spare parts, training, and field-support obligations are incorporated into binding purchase orders or subcontracts.
Construction and Site Execution
Maintain overall accountability for construction activities across both primary work sites and the underground interconnection corridor.
Coordinate site access, laydown areas, material movement, temporary facilities, utilities, outages, work permits, traffic control, security requirements, and phased construction.
Ensure effective coordination among civil, electrical, mechanical, fuel-system, communications, controls, and specialty subcontractors.
Verify that work begins only after required design, submittal, procurement, safety, quality, and access prerequisites are satisfied.
Direct corrective actions for poor productivity, deficient subcontractor performance, coordination failures, or unsafe conditions.
Maintain clear accountability for daily production and short-interval planning.
Quality and Safety Leadership
Establish the expectation that quality and safety are core management responsibilities and not stand-alone administrative functions.
Support the independent authority of the Quality Control Manager and Site Safety and Health Officer.
Ensure implementation of the approved Contractor Quality Control Plan, Accident Prevention Plan, Activity Hazard Analyses, inspection and testing requirements, and three-phase control processes.
Chair or participate in executive quality and safety reviews.
Ensure prompt investigation and correction of deficiencies, nonconformances, incidents, near misses, and recurring performance issues.
Exercise stop-work authority when conditions create unacceptable risk to personnel, mission, property, environment, or contract performance.
Commissioning and Turnover
Maintain executive accountability for system startup, commissioning, integrated testing, training, acceptance, and final turnover.
Ensure that commissioning requirements are incorporated into design, procurement, construction, controls integration, and project scheduling.
Coordinate factory acceptance testing, site acceptance testing, equipment startup, relay testing, SCADA verification, sequence testing, islanding, load transfer, and integrated microgrid testing.
Ensure timely completion of punch lists, deficiencies, retesting, training, spare-parts delivery, O&M manuals, as-built drawings, warranties, and closeout records.
Maintain focus on producing a safe, reliable, maintainable, and mission-ready system rather than simply completing construction activities.
Risk, Change, and Issue Management
Chair project risk, change-control, cost, schedule, procurement, safety, quality, and executive performance reviews.
Maintain an active project risk register and ensure that each material risk has an assigned owner, mitigation action, target date, and residual-risk assessment.
Authorize corrective actions, recovery plans, resource adjustments, subcontractor interventions, and executive escalations.
Ensure that potential changes are identified early and supported by proper notice, technical analysis, cost estimates, schedule impacts, and supporting records.
Elevate issues requiring corporate, tribal, legal, financial, bonding, or customer intervention.
Tribal Enterprise Leadership
Represent ERP and its tribal ownership with professionalism, integrity, and accountability.
Support ERP’s mission to expand tribally led capability in federal energy, infrastructure, and national-security markets.
Promote opportunities for tribal enterprise participation, workforce development, mentoring, and long-term institutional knowledge.
Ensure that project decisions protect ERP’s reputation, contractual standing, financial interests, and obligations to its tribal ownership.
Operate in accordance with ERP and Chippewa Sustainable Solutions policies, business ethics requirements, and applicable tribal corporate governance standards.
Minimum Qualifications
Bachelor’s degree in engineering, construction management, business administration, project management, or a related discipline.
At least 15 years of progressively responsible experience in EPC, design-build construction, utilities, power generation, federal construction, industrial infrastructure, or critical-infrastructure programs.
At least 10 years of direct responsibility for managing complex, multidisciplinary projects.
Demonstrated responsibility for project cost, schedule, subcontractor management, quality, safety, procurement, technical coordination, and customer relationships.
Experience managing projects involving electrical generation, microgrids, utilities, renewable energy, energy storage, substations, controls, SCADA, or comparable infrastructure.
Experience leading large subcontractor and supplier teams.
Demonstrated ability to manage project budgets, forecasts, changes, risks, schedules, and executive reporting.
Strong written and verbal communication skills.
Ability to work full-time in Germany for the duration of the assignment.
Ability to obtain and maintain access to a U.S. military installation.
Ability to satisfy applicable background-screening, badging, travel, passport, immigration, tax, and assignment requirements.
Ability to travel within Germany, Europe, and the United States as required.
Ability to work outside standard business hours during critical outages, energization activities, testing, commissioning, or recovery periods.
Preferred Qualifications
Project Management Professional certification.
Certified Construction Manager credential.
Professional Engineer license.
Prior U.S. Army Corps of Engineers, Department of Defense, or other federal construction experience.
Prior design-build or EPC project experience exceeding $50 million.
Prior overseas or OCONUS project-delivery experience.
Experience performing work in Germany or elsewhere in Europe.
Familiarity with U.S. military installation access, logistics, security, and construction requirements.
Experience coordinating U.S. contract requirements with German or European permitting, labor, environmental, logistics, and supplier requirements.
Experience with distributed energy resources, photovoltaic systems, battery energy storage, diesel generation, medium-voltage distribution, protection systems, SCADA, and microgrid controls.
Experience leading integrated commissioning and mission-critical turnover.
Working knowledge of USACE quality-control and safety requirements.
German-language capability is helpful but not required.

Work Environment and Assignment Conditions
This position is primarily assigned to Storck Barracks in Illesheim, Germany. Work will be performed within an active U.S. military installation and active construction environment.
The position may require:
Extended on-site presence in Germany.
Travel between project sites, regional offices, supplier facilities, and testing locations.
Coordination across U.S. and European time zones.
Work during nights, weekends, outages, energization periods, testing activities, and commissioning windows.
Use of personal protective equipment and access to active construction areas.
Compliance with U.S. Government, installation, German, and ERP site requirements.

Compensation
ERP anticipates a competitive base salary commensurate with experience, qualifications, certifications, federal project history, overseas experience, and assignment conditions.
The final compensation package may also include project-specific assignment benefits, subject to company policy and the final employment agreement. These may include housing support, relocation or mobilization assistance, transportation support, travel benefits, completion incentives, or other overseas-assignment provisions.
