About ERP and the Project
Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.
Position Summary
Lead buyout, expediting, shipping, import coordination, receiving, warehousing, preservation, and material status for long-lead microgrid equipment. This role must connect technical approval, purchase-order terms, fabrication, FAT, transportation, Puerto Rico delivery, site readiness, inspection, and payment into one auditable material-control system.
What You Will Do
- Develop the procurement plan and award packages for generators, transformers, switchgear, controls, relays, BESS options, fuel systems, fiber/network equipment, and balance-of-plant materials.
- Align purchase orders with approved submittals, schedule need dates, warranties, spares, FAT/SAT, training, documentation, cybersecurity, and commissioning obligations.
- Expedite engineering, manufacturing, vendor data, inspections, shipment, ocean/air freight, local transport, delivery appointments, and installation readiness.
- Control receiving, damage/shortage reports, storage, preservation, chain of custody, material traceability, Government title if applicable, and inventory.
- Maintain the procurement register, supplier risk log, cash forecast, commitment status, and recovery actions.
- Coordinate with CQC, safety, scheduler, field supervision, commissioning, and accounting before release and payment.
Minimum Qualifications
- At least 8 years of procurement, material management, or logistics experience on power, utility, EPC, federal, or industrial construction.
- Demonstrated management of long-lead engineered equipment and multimodal delivery to constrained project sites.
- Strong commercial terms, expediting, document-control, inventory, and vendor-performance capability.
- Ability to establish sustained Puerto Rico presence before major field receiving begins.
Preferred Qualifications
- Puerto Rico freight, port, customs, warehousing, heavy-haul, or local supplier experience.
- Unanet, Procore, P6 procurement activities, FAR/DFARS flow-down, and CUI-aware supplier management.
- Bilingual English/Spanish.
Field, Travel and Employment Conditions
- This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing authorization, Government acceptance when required, and successful installation-access processing.
- When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
