About ERP and the Project
Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.
Position Summary
Manage project compliance with federal, Puerto Rico, local, and installation environmental requirements. The Environmental Manager implements the Environmental Protection Plan, manages permits and stormwater controls, controls hazardous materials and waste, maintains required records, and has authority to direct correction of nonconforming environmental work.
What You Will Do
- Prepare, implement, and update the Environmental Protection Plan, SWPPP, waste plans, dust controls, spill controls, and regulatory notifications.
- Obtain, maintain, inspect, document, and close environmental permits and NPDES/stormwater coverage.
- Manage hazardous materials, hazardous/universal waste, satellite accumulation, compatibility, containers, manifests, disposal, and training.
- Coordinate regulated-substance work involving lead, asbestos, PCB equipment, contaminated soil, or other discovered conditions.
- Conduct site inspections, maintain the environmental records binder, support EMS audits, and track corrective/preventive actions.
- Coordinate with Fort Buchanan environmental staff, CQC, SSHO, subcontractors, laboratories, and disposal vendors.
Minimum Qualifications
- Bachelor's degree in environmental science, environmental engineering, geology, industrial hygiene, or related field, or equivalent qualified experience.
- At least 5 years managing environmental compliance on construction or industrial projects.
- Working knowledge of construction stormwater, hazardous materials/waste, spill response, manifests, inspections, and recordkeeping.
- Ability to work on site in Puerto Rico, obtain installation access, and respond to environmental incidents.
Preferred Qualifications
- Puerto Rico permitting and regulatory experience; EPA Construction General Permit/SWPPP credentials.
- 40-hour HAZWOPER, CHMM, PE, PG, CPESC, CESSWI, or equivalent credential.
- Spanish proficiency and USACE/EM 385-1-1 experience.
Field, Travel and Employment Conditions
- This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing authorization, Government acceptance when required, and successful installation-access processing.
- When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
- Candidates must be authorized to work in the United States, follow drug-free workplace and conduct requirements, and protect FCI/CUI using only authorized systems and procedures.
