About ERP and the Project
Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.Position Summary
Create one reliable view of cost, commitments, forecast, cash, schedule, risk, and change across the project. The Project Controls and Cost Manager will connect Unanet project accounting, procurement commitments, P6 progress, subcontractor cost, invoicing, earned value, and executive forecasting.What You Will Do
- Establish the control account/WBS structure, cost codes, budgets, commitments, accruals, actuals, estimate-at-completion, and cash forecast.
- Operate monthly cost and schedule integration, variance analysis, trend management, and executive forecast reviews.
- Reconcile approved P6 progress, subcontractor pay applications, purchase orders, material receipts, CQC evidence, and Government invoices.
- Maintain change, contingency, risk, and management-reserve logs with clear ownership and supporting records.
- Build auditable dashboards for ERP leadership, JV members, bonding/financial stakeholders, and project management.
- Support certified cost or pricing data, incurred-cost support, and closeout reconciliation when applicable.
Minimum Qualifications
- Bachelor's degree in finance, accounting, engineering, construction management, or related field.
- At least 8 years of project controls or cost-management experience on federal, EPC, utility, industrial, or construction programs.
- Advanced cost forecasting, earned value, change control, Excel/data analysis, and project-accounting capability.
- Ability to travel periodically to Puerto Rico and work within CUI-aware federal systems and processes.
Preferred Qualifications
- Unanet, Primavera P6, RMS, Procore, Power BI, Deltek, or equivalent experience.
- AACE CCP/EVP, PMP, CMA, CPA, or related credential.
- Federal construction invoicing, bonding, or joint-venture reporting experience.
Field, Travel and Employment Conditions
- When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
