About ERP and the Project
Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.
Position Summary
Lead design assurance, installation coordination, quality, testing, and turnover of the microgrid's inside-plant and outside-plant fiber/network infrastructure. The role will approve required telecom drawings, coordinate pathways and interfaces, and provide on-site oversight during the work for which the individual is responsible.
What You Will Do
- Review/approve T0/T1/T2/T3/T4 telecom drawings, OSP routes, entrance facilities, racks/cabinets, splices, terminations, labeling, grounding, and test plans.
- Coordinate fiber pathways, ductbanks, handholes, penetrations, clearances, network cabinets, power, environmental needs, and MCS/cyber interfaces.
- Supervise or verify qualified installers, splicers, termination personnel, manufacturer certifications, pulling limits, cutover plans, and field practices.
- Witness and certify OTDR, optical-loss, polarity, continuity, labeling, grounding, and acceptance testing.
- Maintain redlines, test records, splice documentation, port/fiber schedules, inventories, and O&M/turnover data.
- Perform CQC discipline duties on site when assigned and report to the CQC System Manager for those duties.
Minimum Qualifications
- Current BICSI Registered Communications Distribution Designer (RCDD) credential and at least 2 years of related experience for the CQC function.
- At least 5 years of telecom/OSP fiber design, installation, testing, or supervision experience.
- Recent successful work on comparable optical-fiber systems; ability to document project references and key-person role.
- Ability to work on site in Puerto Rico during installation, splicing, cutover, testing, and assigned quality-control activities.
Preferred Qualifications
- BICSI Technician/Installer credentials, manufacturer certifications, TIA-568/569/606/607/758 expertise, and DoD/USACE project experience.
- Industrial Ethernet, control-system networks, cybersecurity, and Spanish proficiency.
Field, Travel and Employment Conditions
- This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing authorization, Government acceptance when required, and successful installation-access processing.
- When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
