About ERP and the Project

Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.

Position Summary

Lead, plan, coordinate, and oversee the complete microgrid commissioning process as the independent Commissioning Firm's primary Government point of contact. This opportunity will be filled only through a compliant first-tier Commissioning Firm that is financially and corporately independent of installation subcontractors and NETA Accredited.

What You Will Do

  • Lead commissioning kickoff and progress meetings, design review, commissioning schedule, plans, procedures, checklists, issues log, and reports.
  • Integrate electrical, mechanical, microgrid controls, cybersecurity, OEM, EOR, utility, CQC, safety, and construction representatives.
  • Plan and oversee FAT, site acceptance, pre-functional checkout, functional performance tests, integrated system tests, deficiency correction, training, and post-construction support.
  • Issue and coordinate Certificates of Readiness and verify traceable test instrumentation and complete evidence.
  • Maintain direct communication with the Government commissioning authority and preserve independent technical judgment.

Minimum Qualifications

  • At least 5 years of commissioning experience, including two projects of similar size and complexity.
  • At least 5 years in design, programming, and implementation of electrical protection, automation, and control systems.
  • Current CCP-equivalent credential accepted by the specification: ACG Certified Commissioning Authority, BCA Certified Commissioning Professional, University of Wisconsin-Madison Qualified Commissioning Provider, or AEE Certified Building Commissioning Professional/Specialist as applicable.
  • Ability to work through a NETA Accredited independent Commissioning Firm and travel to Puerto Rico and FAT locations.
  • No disqualifying certifying-body disciplinary action within the 5 years preceding contract award.

Preferred Qualifications

  • Microgrid, medium-voltage, generator, BESS, protective relay, industrial network, black-start/islanding, and IEEE 1547/2030.8 experience.
  • USACE/UFGS commissioning experience.

Field, Travel and Employment Conditions

  • This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing authorization, Government acceptance when required, and successful installation-access processing.
  • When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
