About ERP and the Project
Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.
Position Summary
Lead site development, earthwork, underground utilities, ductbanks, foundations, paving restoration, drainage, and above-ground diesel fuel-storage infrastructure. This role owns field interfaces among civil work, electrical distribution, generator pads, ballistic-resistant tanks, fuel polishing, environmental controls, testing, and turnover.
What You Will Do
- Plan and supervise survey, clearing, earthwork, excavation, dewatering, soil control, underground utilities, ductbanks, foundations, and restoration.
- Coordinate tank foundations, above-ground fuel tanks, piping interfaces, containment, leak/pressure testing, fuel polishing, access, and heavy-haul routes.
- Manage utility locating, excavation permits, competent-person controls, testing laboratories, special inspections, and as-built survey documentation.
- Sequence work with electrical, generator, telecom, environmental, security, and Fort Buchanan operations.
- Track crews, quantities, productivity, material acceptance, deficiencies, and three-week look-ahead commitments.
Minimum Qualifications
- At least 10 years of heavy civil, utility, fuel-system, or industrial construction experience with 5 years in field supervision.
- Experience with earthwork, underground utilities/ductbanks, reinforced-concrete foundations, site drainage, and restoration.
- Working knowledge of excavation safety, testing/inspection, environmental controls, and federal quality documentation.
- Ability to work full-time in Puerto Rico and obtain installation access.
Preferred Qualifications
- Experience with large above-ground diesel tanks, fuel polishing, spill containment, hazardous materials, or mission-critical fuel systems.
- USACE CQM, OSHA 30, excavation competent person, ACI, or fuel-system credentials.
- Spanish proficiency and Puerto Rico civil-construction experience.
Field, Travel and Employment Conditions
- This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing authorization, Government acceptance when required, and successful installation-access processing.
- When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
