About ERP and the Project
Energy Resilience Partners, LLC (ERP) is a tribally led federal energy-resilience contractor building the contingent team for the USAG Ansbach - Storck Barracks Smart Microgrid in Bavaria, Germany. The 730-day project integrates two 1 MW diesel generators, 2 MW / 4 MWh battery energy storage, photovoltaic generation, 20 kV medium-voltage distribution, fuel systems, protection, SCADA/microgrid controls, fiber communications, an underground interconnection corridor and full testing, training and commissioning.
Position Summary
Lead the contract-required independent microgrid commissioning process without financial or corporate interest in ERP, the Designer of Record, equipment supply, construction or TAB work.
What You Will Do
- Lead and coordinate the commissioning team, plans, schedules, design review, site inspections, readiness verification, functional performance testing, integrated systems testing, issues log, training, systems manual and final report.
- Submit commissioning plans, schedules, reports and documentation directly to the COR concurrent with the CQC Manager.
- Maintain independence, impartiality, certification continuity and complete traceable commissioning records.
- Coordinate technical specialists for every commissioned system and require corrective action and retesting when acceptance criteria are not met.
Minimum Qualifications
- At least five years of commissioning experience, including two projects similar in size and complexity.
- Qualified under ASHRAE 202/Guideline 0, ACG, NEBB or other contract-accepted commissioning standard.
- Demonstrated microgrid, generation, BESS, PV, MV distribution, protection, controls and integrated testing experience.
Preferred Qualifications
NETA/IEEE 2030.8 experience; USACE commissioning; Germany/OCONUS delivery.
Germany Work Authorization, Location and Access
- Selection remains subject to contract qualifications, installation access, employer-of-record and data/system permissions.
- Lawful Germany work authorization/status and installation access are required before in-country duties.
- Must be provided through a financially and corporately independent first-tier commissioning firm.
- No field work may begin until required Government personnel approval, installation access/badging, safety orientation, role designation/appointment, system/data permissions and work-front release are complete.
Field, Travel and Employment Conditions
- Work arrangement: HYBRID TO EXTENDED ONSITE during startup, testing and acceptance; minimum presence: Remote plan/design review; Germany presence for kickoff, inspections, readiness, FPT/IST, training and acceptance.
- Project-based and contingent upon award/NTP, funding, final staffing authorization, qualification verification, Government approval where applicable, employer-of-record completion and installation access.
- Must support approved work hours, outages, testing windows, alternate shifts, weekends or German holidays when the schedule and lawful working-time controls require.
- Must comply with ERP/prime direction, EM 385-1-1, German safety and labor requirements, quality controls, CUI/FCI and photography/device restrictions, accurate timekeeping and project conduct rules.
