About ERP and the Project
Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.
Position Summary
Control the information that controls the work. This position manages RMS Contractor Mode, submittals, RFIs, transmittals, daily records, drawing/specification revisions, correspondence, meeting records, closeout documents, and the site document repository. The role supports CQC certification but does not replace the CQC Manager's approval authority.
What You Will Do
- Build and maintain the Government transmittal register, submittal register, RFI log, correspondence log, meeting log, and controlled-document index.
- Route, status, quality-check, and archive submittals through RMS and approved collaboration systems; prevent field use of superseded information.
- Maintain complete current records at the site, including plans, specifications, approved submittals, test reports, permits, QC reports, and commissioning documents.
- Coordinate submittal dates with procurement, scheduler, design/engineering, subcontractors, CQC, and Government review durations.
- Track O&M manuals, training records, spare parts, warranties, as-builts, facility data, and turnover packages to final acceptance.
- Protect CUI and follow ERP's authorized information-handling procedures.
Minimum Qualifications
- At least 3 years of construction document-control or submittal experience; the solicitation minimum for a submittal clerk is 1 year.
- Hands-on experience with RMS Contractor Mode or comparable federal construction management systems.
- Strong Microsoft Office, PDF/Bluebeam, register management, version control, and written communication skills.
- Ability to work full-time on site in Puerto Rico and obtain Fort Buchanan access.
Preferred Qualifications
- USACE RMS, Procore, SharePoint, CUI/CMMC, O&M manual, commissioning, and closeout experience.
- Spanish proficiency and experience supporting electrical or utility projects.
Field, Travel and Employment Conditions
- This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing authorization, Government acceptance when required, and successful installation-access processing.
- When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.
